During the rest of that decade, while NYC teetered on the brink of bankruptcy, work proceeded at a snail’s pace. City officials recognized they had no choice but to build Tunnel No 3, what would become one of the largest public works project in U.S. Ground was broken in 1970 for the 60-mile tunnel.
