Finally, some owners are making the decision to simply raze bigger stores and sit on the land until something comes along or they can change the zoning to fit another project – often with an eye toward the hot multifamily sector.

The essence of my response via email: HVAC Zones are meant to combine spaces into larger more coherent collections for engineering purposes.
