In our office Data Managers are starting to inspect models for proper construction.

This isnt necessarily a bad habit as long as they are using detail lines and not model lines (detail lines are view specific but model lines will show up everywhere). The Revit 3D model is just a place to start. Even advanced users use detail lines, filled regions, and detail components to refine their drawings.
