The cities of Fresno, Los Angeles, Santa Ana, San Francisco, Orange Cove, Parlier, and the counties of Imperial and Riverside have designated RCs, EZs or ECs. The private sector participant finances 50 percent of the project cost and takes a first lien on assets pledged as collateral.
